摘要 随着生态文明新时代的到来，我国城镇化进程从“量能扩张”的上半场转入“品质提升”的下半场，而面向城市治理现代化转型的城市更新，被提升到一个前所未有的高度。本文从新时代国土空间规划的使命和城市空间治理的新视角出发，结合上海城市有机更新的实践探索，从“主体”“客体”“方法”三个维度对城市更新的内涵进行了解构与重塑，提出在生态文明发展理念下，城市管理者和国土空间规划工作者要充分认识到“城市是生命体、有机体”“国土空间规划的编制实施即国土空间治理的过程”，要积极从传统工程思维、蓝图思维向生态思维、治理思维转变，坚持以人民为中心，开展有约束、有积层、有温度、有包容、有活力、有智慧的城市有机更新，提升城市品质和城市现代化治理水平。

Abstract With the advent of the new era of ecological civilization, urbanization shifted from the first half of "quantity expansion" to the second half of "quality improvement" in China. The urban renewal of urban governance modernization transformation has received unprecedented attention. Starting from the mission of territorial spatial planning and the new perspective of urban spatial governance in the new era, this paper combines the practice and exploration of urban organic renewal in Shanghai, and deconstructs and reshapes the connotation of urban renewal from the three dimensions of "subject", "object" and "method". It proposed that under the concept of ecological civilization development city managers and territorial spatial planners should fully realize that cities are living bodies and organisms, and that the preparation and implementation of territorial spatial planning is the process of territorial spatial governance. Therefore, they must actively change from traditional engineering and blueprint thinking to ecological and governance thinking, insisting on putting people as the center, and carrying out constrained, multi-layered, warm, compatible, energetic and intelligent urban renewal to improve the urban quality and modernization governance level.
