简论市级国土空间总体规划编制中的总体城市设计——以西宁市为例
Discussion on the Overall Urban Design in the Compilation for the Municipal Territory Spatial Master Plan: A Case Study of Xining City

摘要 城市设计需要响应时代诉求以适应国土空间规划体系的建构和新的实践。本文首先分析了既有总体城市设计与城市总体规划编制的关系；然后结合对《市级国土空间总体规划编制指南》的讨论，深入探讨国土空间总体规划中总体城市设计的理念、阶段性工作内涵及要求；最后以“大西宁”规划为例，探讨总体城市设计如何在宏观规划编制中体现设计思维、发挥在总体层面应有的作用。

Abstract Urban design should respond to the demands of the time and adapt to the construction and new practice of the territory spatial planning system. Firstly, this paper analyzes the relationship between the overall urban design and the urban master planning drafting. Secondly, combined with the discussion of the drafting preparation of the guideline for the Municipal Territory Spatial Master Planning, this paper discusses the concept, the connotation and requirements of the overall urban design in the master planning. Finally, taking the Great Xining Strategy as an example, this paper discusses how the overall urban design embodies the way of design thinking and the role it plays in the city-regional planning.
