基于城市规划的韧性城市建构研究

摘要 “韧性城市”是一个仍在发展的新概念，是城市应对包括气候变化在内的灾害、不确定性风险和突发事件等的新方法。城市作为一个复杂的巨系统，如何将“韧性城市”的概念纳入规划，是规划者仍面临的问题之一。本文通过梳理相关文献的研究，从城市规划的角度制定了适当的分类标准，并建构了韧性城市的规划框架。该框架试图解决“城市、社区和民众应该做些什么”的关键问题，并从城市结构性的改变、城市治理方式的改变和城市生活方式的改变三个概念上回答了“韧性城市”的构成要素是什么，尤其是在新经济、新生活、新环境方面做到城市的自适应调节。

Abstract Resilience city is still a new concept in development. It is a new method to respond to disasters, uncertain risks and emergencies including climate change. Considering that city is a complex giant system, how to incorporate the concept of resilient city into urban planning is one of the problems faced by planners. In this paper, appropriate classification standards are established from the perspective of urban planning, and the planning framework of resilient cities is constructed by combing relevant literature research. The framework attempts to address the key issues of what cities, communities and people should do, and explains the inscape of resilient city from three concepts of urban structural change, urban governance change and urban lifestyle change, especially the new economy, new life and new environment to achieve the city's adaptive adjustment.
