National Strategy and Planning Mission: Territorial Space Governance in the New Era Inspired by the Planning of Yangtze River Delta Integration Demonstration Area

摘要 党中央、国务院在《长江三角洲区域一体化发展规划纲要》中提出要在上海青浦、江苏吴江、浙江嘉善建立长三角生态绿色一体化发展示范区。示范区国土空间总体规划积极落实长三角一体化国家战略，以“生态优先、绿色发展” 为导向，抓住“一体化、高质量”两个关键，响应新时代国土空间规划“战略性、科学性、协调性、操作性”要求，聚焦并解决都市圈边缘交叉区域城乡空间优化、生态绿色生产生活方式引导、一体化发展制度创新等方面的问题。本文通过剖析示范区国土空间规划，探索新时代国土空间跨区域规划和治理示范新模式。

Abstract The Central Committee of the Communist Party of China and the State Council propose the establishment of ecological green integration development demonstration areas in Qingpu District in Shanghai, Wujiang District in Jiangsu Province and Jiashan County in Zhejiang Province in the outline of regional integrated development of Yangtze River Delta. To implement the national strategy of Yangtze River Delta integration, guided by "ecological priority and green development" and "integration and high quality" requirements, the overall planning of the territorial space of the demonstration area actively responds to the national territorial spatial planning`s requirement of "strategic, scientific, coordinated and operational", and focuses on urban and rural space optimization in the edge intersection areas of metropolitan area, ecological green production mode and life style, and integrated development system innovation. By analyzing the national territorial spatial planning in the demonstration area, this paper aims to explore a new model of cross-regional planning and governance.
