乡村振兴背景下县域乡村规划编制与实践—以青岛西海岸新区为例

摘要 在乡村振兴战略背景下，乡村地区的发展与规划成为热点话题。在“五级三类”的国土空间规划编制体系中，县域乡村建设规划属于专项规划类，是县级规划向乡镇级规划传导的重要一环。文章从近年来国内县域乡村规划的实践经验出发，以西海岸新区乡村规划项目为例，探索乡村地区研究思路，构建以乡镇为单元的图则化管控方法，建立实用性的上下传导机制，规范实施成果管护体系，为其他县域乡村规划编制研究提供实践视角的启示。

Abstract Under the background of Rural Revitalization Strategy, rural area development and planning has become a hot topic. In the land space planning system of "five levels and three categories", county rural construction planning belongs to the special planning category, which is an important part of the transmission from county-level planning to township level planning. Based on the practical experience of domestic county rural planning in recent years, this paper takes the Qingdao West Coast New Area rural planning project as an example to explore the research ideas of rural areas, build a map based control method with towns as the unit, establish a practical up-down transmission mechanism, and standardize the implementation of results management and protection system, so as to provide practical inspiration for other county rural planning research.
