供给侧改革视角下城市养老设施规划对策探索
Exploration of Urban Endowment Facility Planning Countermeasures from the Perspective of Supply-side Reform

摘要 我国快速老龄化现象给我国的规划工作带来新的挑战。本文在供给侧改革的视角下，分析了我国养老服务存在的需求和供给结构性矛盾方面的问题，反思了造成当前养老设施规划存在着目标不高、布局不细、供地不畅等问题的深层次原因，结合在规划策略、设施分类、规划布局等方面的主要研究和调研成果，提出了以供给侧改革的思路指导养老设施规划、摸清养老服务需求和发展规律、评估养老设施现状和现有规划、分区分级分类构建养老设施体系、明晰养老设施布局导向、结合国土空间规划编制强化养老设施落地、创新政策支撑等方面的对策与建议。

Abstract The phenomena of rapid aging in China bring new challenges to the planning in our country. From the perspective of supply-side reform, this article analyses the demand and supply contradictions in China`s old-age services, and reflects on the deep-seated reasons for the existing problems in the current endowment facility planning, such as low target, careless layout, and poor supply of land. Based on previous research results and achievements in planning strategies, facility classification, and planning layout, some planning suggestions are put forward in this article: instructing endowment facilities under the guiding thoughts of supply-side reform; figuring out the demands and development laws of old-age services; assessing the current situation and planning of endowment facilities; constructing endowment facility system by zoning, grading and classification; clarifying the layout guidance of endowment facilities; strengthening the implementation of endowment facilities in conjunction with national spatial planning; adopting innovation policy.
