面对突发疫情的强镇空间规划韧性和治理策略初探

摘要 强镇是我国城乡二元体制和计划经济向市场经济转轨过程中的特殊产物，也是民生产品的重要生产基地。在我国疫情防控的关键时期，强镇也面临着多方面的风险和挑战，需要充分重视强镇的防控工作和空间治理策略。基于对长三角和珠三角部分强镇的观察，笔者研判了强镇在应急防控中的能力与不足之处，指出了需要建设具有灾害韧性的城镇，进而以韧性理念为指导，从公共空间、社区单元、公共设施、应急空间冗余等角度探讨了应对突发疫情时强镇的空间规划要点，最后提出了若干针对性的空间治理策略，包括医疗资源的弹性分配、上下联动的防控机制、社会组织参与、精细化社区治理等。

Abstract Economically developed towns, emerged during the restructuring process from planned economy to market economy, are special products of China’s urban-rural dualistic structure, and also are important bases for industries vital to people's livelihood. Currently, considering the crucial epidemic prevention, developed towns are faced with multiple risks and challenges. It is necessary to pay full attention to the prevention work and spatial governance strategies in those developed towns. Based on the observation of some economically developed towns in the Yangtze River Delta and the Pearl River Delta, this paper analyzes the capabilities and shortcomings of those developed towns in preventing the epidemic, and points out that it is essential to plan and develop those developed towns with resilient theory. Furthermore, following the concept of resilience, this paper discusses the key points of spatial planning in developed towns from the perspectives of public space, community unit, public facilities and emergency space redundancy, etc. In addition, several spatial governance strategies have been put forward in the later part of this paper, including resilient allocation of medical resources, coordinated prevention mechanism, participation of social organizations, refined community governance and so on.
