论我国风景名胜区在自然保护地体系中的重要地位与基础作用
The Importance and the Basic Role of China's Scenic Spots in China's Natural Areas Protection System

摘要：为了更好地贯彻落实中办、国办印发的《关于建立以国家公园为主体的自然保护地体系的指导意见》，加快推进风景名胜区归并整合工作，本文从遗产属性、国民认同、法律地位、管理制度、规划体系等方面论述我国风景名胜区的重要地位与基础作用，同时从自然保护地体系的分类和构成角度，通过对比分析风景名胜区与自然保护区，建议在中国自然保护地体系中保留风景名胜区，确保我国风景名胜区事业持续发展。

Abstract ：In order to better implement "Guidance on the Construction of a System for the Protection of Natural Areas with National Parks as Main Bodies" issued by General Office of the CPC Central Committee and General Office of the State Council of the People's Republic of China, and to accelerate the integration of scenic spots, this paper discusses the importance and the basic role of China's scenic spots from several perspectives of heritage attributes, national recognition, law, management and planning. At the same time, based on the classifications and composition of China's natural areas protection system, through comparative analysis of scenic spots and nature reserves, it is suggested to reserve scenic spots in China's natural areas protection system, so as to ensure its sustainable development.
