摘要:本研究从落实生态文明理念和城市空间高质量发展的角度,围绕新形势下“以人为本”的国土空间规划实践目标,在已有数据的基础上,通过构建一套学位供需预测模型,对厦门市同安区小学未来五年学位供需进行预测,并对模型进行了验证。研究结果可提前预警小学学位缺口及其空间位置分布。本研究还探讨了近期具备成熟建设条件的小学项目与填补学位缺口之间的周期关系,并对未来学校建设时序和布局提出建议。通过将模型搭建在国土空间规划“一张图”实施监督系统的分析评价功能模块中,深化应用分析功能,可为平台使用者快速、直观地展示预测结果,并形成相关的分析报告,为城市教育管理和教育设施空间布局提供有效的规划依据。

Abstract :From the perspective of implementing the ecology civilization notion and urban space high quality development, this study establishes a set of data-based predicting model to forecast the demand and supply of primary school degrees in the next five years in Tong’an District, Xiamen city, with a "people-oriented" territorial spacial planning practice under the new situation. And we verify the model. The predicting outcomes can pre-warn the degree gaps and their spatial distributions. Taking the short-term construction projects about primary schools into consideration, the paper discusses whether it alleviates the shortage of primary school degrees after the projects are all completed. In combination with the current problems of primary schools in Tong’an, we propose some suggestions on the primary school constructions. In addition, the model is built on the analysis and evaluation function module in the implementation supervision system of “one drawing” for territorial spacial planning, allowing the users to quickly and intuitively get the outcomes and analysis report, which provides a new reference for urban management and spatial layout planning of primary schools.
