新时期国土空间规划的数字化转型思考

摘要：本文首先简要阐述了以生态文明为导向的国土空间规划工作形势，以及对数字化转型特征的理解，分析了新时期国土空间规划数字化转型业务的需求； 其次，详细阐述了国土空间规划实现数字化转型的数化、连接和赋能三大关键能力， 提出了以数化、连接、智能为核心的国土空间规划信息化框架，分析了以“混合云、数据湖、智脑、泛在计算”为核心的技术支撑构成；最后，强调了新时期国土空间规划的数字化转型，是向智慧化的跃升，需要从信息化理念和技术方法等多个层面融合创新。

Abstract ：This paper first briefly expounds the situation of territorial spatial planning oriented by ecological civilization and the understanding of the characteristics of digital transition, and also analyzes the digital transition business needs of territorial spatial planning in the new era. Secondly, this paper elaborates on the three key capabilities of digitalization, connection and intelligent of territorial spatial planning to realize the digital transition, and proposes the informatization framework of territorial spatial planning with digitalization, connection and intelligence as the core, and then describes the core technical support structure with "hybrid cloud, data lake, brainy-brain, ubiquitous computing". Finally, the paper emphasizes the digital transition of the territorial spatial planning in the new era, which is a leap to the wisdom, and it needs to integrate innovation from multiple aspects of informatization concepts and technical methods.
