基于可持续更新视角下的“轨道微中心”再开发——以伦敦国王十字车站地区为例

摘要 “轨道微中心”是在“站城一体化”发展理念下,北京市提出的轨道车站周边以人为核心的多元城市功能复合地区的概念。在当下中国从增量发展转向存量更新的背景下,本文聚焦发展潜力大但利益纠葛复杂的轨道车站周边地区再开发,以伦敦国王十字车站地区为案例,通过解读其近半个世纪的长期更新历程和实施管理路径,为北京的可持续更新提供经验借鉴:以公共交通为骨架,构建整体城市更新战略框架;立足长远综合效益,加强过程管控;建立多元沟通协商机制,达成共同夙愿;实施陪伴式管理,培育利益共同体。

Abstract The Subway Track Microcenter is proposed under the background of TOD development, referring to a multi-functional people-foremost compound area around the rail station. Under the background that China is changing from incremental development to inventory development, this paper focused on the redevelopment of the areas around railway stations with great development potential but complicated interest disputes. Taking King's Cross station in London as an example, this paper reviewed its long-term renewal process and implementation management path for nearly half a century, so as to provide experience for the sustainable renewal of Beijing. Specifically, taking public transportation as the framework to build the overall urban renewal strategy, strengthening process control based on the long-term comprehensive benefits, establishing a multifaceted communication and consultation mechanism to achieve the common long cherished wish, and fostering a community of interests through accompanying management.
