基于环境的犯罪预防指南述评及借鉴：北美国家经验

摘要 CPTED 理论研究和实践在北美国家的发展时间较长，并已通过指南的形式指导城市建设和管理，而国内对此关注尚少。本文通过分析 18 份基于环境的犯罪预防指南，梳理了北美国家犯罪预防指南的内容和架构，并对部分典型指南进行了详细介绍，总结了其中的环境策略原则和操作，以及风险评估的审查流程，发现通过多部门合作实施 CPTED 策略，可以为未来我国制定和推行基于环境的犯罪预防指南提供借鉴。

Abstract The theoretical research and practice of CPTED have been developed in North America for a long time, which have guided urban construction and management there, while little attention has been paid to the issue domestically. This article analyzed 18 environmental crime prevention guidelines in countries in North America, sorted out the content and structure of the North American guidelines, and introduced some typical guidelines in detail. The summary showed that the principle and operability of the environmental strategies, the review process of risk assessment, and the way of implementing CPTED strategies through multi-departmental cooperation can all provide references for the development and implementation of environmental crime prevention guidelines in China in the future.
