多主体参与城市更新的障碍与政策建议——以上海市为例

摘要 由多个权利主体形成的多主体参与，是城市更新活动中的一种“常态”。现实中，多主体城市更新项目相比于单一主体项目往往面临更多的操作难题。本文从上海城市更新实践出发，列举多主体参与城市更新的主要动因与类型，剖析操作层面存在的主要问题，反映基层政府的决策困境，进而提出改进城市更新政策的若干建议。

Abstract “Multi-subjects participation” is very normal in urban renewal activities. In reality, multi-subject urban renewal projects often face more operational problems than single-subject projects. Starting from the practice of urban renewal in Shanghai, this paper enumerates the main causes and types of multiple-subjects participation in urban renewal, focuses on the analysis of the main problems existing in the operation level, and reflects the decision-making dilemma of the government. And then put forward some suggestions to improve the urban renewal policy.
