摘要 重庆沙坪坝高铁枢纽 TOD 综合体是我国首例特大城市核心商圈高铁“上盖” TOD，从最初规划策划到全面建成落地历时十年，实现了从铁路客站到城市 “客厅”的跨越，是从老旧商圈变成城市新中心的“质”的提升。当前，TOD 模式下高铁枢纽综合体地区的全过程交通规划设计成为重要课题。本文回顾了沙坪坝高铁枢纽 TOD 交通规划与实践的十年历程，总结了规划过程中遇到的主要问题与规划难点，提出“品质提升、站城融合、公交优先、交通一体”的总体目标及相应的规划策略，形成了独具特点、效果显著的全过程交通规划设计方案。

Abstract Chongqing Shapingba high-speed rail hub is the first TOD complex above the railway around core business district of the megacity in China. The project process from initial planning to full opening lasted more than ten years, which realizes the spanning from a railway station to urban parlor and the quality improvement from old business district to new urban center. Under TOD mode, the whole process of transportation planning and design in high-speed rail hub complex area has become an important issue. This paper analyzes the course of TOD transportation planning and practice of Chongqing Shapingba high-speed rail hub following the time order. Based on comprehensive analysis of traffic problems and planning difficulties, the development goals and relevant planning strategies are established, which include station-city synergy, urban quality’s improvement, public transit priority, and transportation integration. As a result, the whole-process transportation planning methods are put into effect.
