摘要 宅基地“三权分置”是助力乡村振兴战略的重要举措，是破解城乡二元结构、促进城乡要素互通的重要抓手。近年来，宅基地“三权分置”实践，更多是侧重于乡村地区的探索，缺少从城乡融合、要素流动的视角进行研究。文章通过梳理宅基地发展变革的历程，剖析宅基地“三权分置”改革的动因，并以溧阳市庆丰村宅基地试点规划为例，从县域城乡融合层面、要素互通视角，探索宅基地“三权分置”的实现路径，以期为其他地区提供县域城乡融合的经验。

Abstract The separation of three rights of homestead is an important measure to help the Rural Revitalization Strategy and an important starting point to crack the urban-rural dual structure and promote the exchange of urban and rural elements. In recent years, the practice of separation of three rights of homestead focuses more on the exploration in rural areas, and is lack of research from the perspective of urban-rural integration and factor flow. By combing the development and reform process of homestead, this paper analyzes the reform motivation of Homestead separation of three rights, takes the homestead pilot planning of Qingfeng Village, Liyang City as an example, and explores the realization path of Homestead separation of three rights from the perspective of county-level urban-rural integration and element exchange, in order to provide experience of county-level urban-rural integration for other regions.
