新城新区规划建设的六大辩证关系刍议

摘要 改革开放后的中国城市规划建设历程呈现出实用主义路线，新城新区的规划建设是近几十年城市实践的典型代表。各地的新城新区建设实践，既有对西方城市规划理论的吸收与借鉴，又有结合自身特点、因地制宜的创新，极具哲学智慧。本文运用哲学思维，总结、梳理新城新区规划建设中存在的核心问题，重点从规划的变与不变、建设的快与慢、形象的表与里、土地的公与私、人口的流与留、产业的博与专六大辩证关系的角度出发，结合利弊关系剖析，论述城市规划建设中普遍存在的矛盾问题，希冀为相关城市新城新区规划建设提供借鉴，也希望为正在变革的规划事业提供哲学视角和多元思考模式。

Abstract Since the reform and opening-up, urban planning and construction process of China is manifested as pragmatism. The planning and construction of new towns and new districts is a typical representative of urban practice in recent decades. In practice, all regions not only absorbed Western urban planning theories, but also made innovations in accordance with their own characteristics and adapted measures to local conditions. They are extremely philosophical. Through philosophical thinking, this article summarizes and sorts out the core issues of planning and construction in new towns and new districts, and focuses on six dialectics, including the changes and invariables of planning, the speed and slowness of construction, the appearance and inside of the urban image, the public and private spaces, and the flow and retention of population, the extensiveness and professionalism of industry. Combining with the analysis of pros and cons, this article discusses the universal contradictions in urban planning and construction, hope to provide reference for planning and construction of new cities and new districts in related cities, and provide philosophical perspective and multiple thinking models for the planning cause which is experiencing revolution.
