站城融合背景下重点地区发展规划的逻辑与路径

摘要 在站城融合发展背景下,以现行两大类规划为基础编制城市重点地区的发展规划,难以协调和解决发展建设中各环节出现的问题。为了应对这种困境,本文探讨了一种折衷的发展规划编制逻辑与路径,即将组织主体转变为由发展改革委牵头,自然资源部门配合,强调参与主体的多元化,紧密结合城市轨道交通网络发展,构建“产业—土地—人口”的编制逻辑,形成全流程统筹、前置多元沟通与论证任务、构建政策与空间传导平台的编制路径,最终形成可以应对多场景的规划成果,促进站城融合,引导地区快速发展。可以发现,在适应新的发展背景的过程中,当规划对象具有较强的特性和需求时,可以合理转变编制主体,通过优化编制逻辑和路径来增强规划的实效性。

Abstract Under the background of Transport Integrated Development, it is not easy to coordinate and solve the problems in all aspects of development and construction if the Area Development Planning of Urban Priority Development Area following the methodology of current three planning types. In order to deal with this dilemma, this paper discusses the logic and approach for a compromise development planning. The main organizer is transformed into Development and Reform Commission with the cooperation of Nature Resources Department, and emphasizes the diversification of participants. The planning logic of Industry, Land, Population considering with urban railway network extends a new planning approach of overall process planning, moving diversified communication forward, bridging policy and space. Finally, the result of Area Development Planning can cope with multiple scenarios. The Area Development Planning is going to guide better integration of stations and cities, and promote rapid development of Urban Priority Development Area. It can be found that in order to face the new background, and different needs and factors of the planning objects,reasonably transforming the planning organizer, optimizing the logic and Approach will enhance the effectiveness of planning.
