城市治理体系中的社区发展治理规划实践探索 ——以成都市为例

摘要 为更好地构建城市治理体系并推动城市治理能力现代化，本文基于城市治理体系的构成以及对我国城市治理面临的典型困境的分析，提出社区发展治理总体规划是推进城市治理精细化的一项重要举措，并结合成都市的实践探索，提出明确社区治理核心理念、构建具有系统性与引导性的规划框架、形成利于精细治理的社区分类、明确融合性的社区营造路径是社区发展治理总体规划的关键任务，以期为我国城市治理和社区治理提供经验借鉴。

Abstract To better build the urban governance system and promote the modernization of urban governance capabilities, the thesis based on the analysis of the urban governance system and the typical dilemma of urban governance in China, which proposed the overall plan for community development and governance is an important measure to promote the refinement of urban governance. The thesis with a view to providing experience and reference for urban governance and community governance in China, proposing clear core concepts of community governance, constructing a systematic and guiding planning framework, forming a community classification conducive to fine governance, and clarifying integrated community building paths are the key tasks of the overall planning of community development governance combined with Chengdu's practical exploration.
