新形势下上海城市更新发展趋势及若干建议——基于对《上海市城市更新条例》的初步解读

摘要 继广州、深圳出台城市更新条例后，《上海市城市更新条例》于2021年9 月1 日起开始施行，为上海的城市更新活动提供了有利的法律保障，将“城市更新”首次上升到地方人大立法层面。在此新形势下，本文分析和研究上海城市更新概况、城市更新发展趋势，着重从政策体系、工作内容及要求、更新统筹主体工作模式以及指标体系优化等方面对城市更新条例的实施提出若干建议，探索上海城市更新未来的工作重点和具体方法。

Abstract Shanghai has executed its Shanghai Urban Renewal Act since 1st Sep,2021 after Guangzhou and Shenzhen, which for the first time levels up 'Urban Renewal' to legislation, providing favorable legal foundation for Shanghai urban renewal activities. Under the circumstance, this article would review the history of Shanghai urban renewal, analyzing the development tendency. Furthermore, suggestions on policy framework, acting contents and requirements, pattern of renewal subject and optimization direction of the index system would be proposed, in order to identify the future priorities and specific methods.
