镇级国土空间规划中“优势农业空间”划定研究

摘要 保护农业生产格局、细化农业空间、落实划定永久基本农田是镇级国土空间规划编制的核心内容。当前，“双评价”指南主要应用于市县国土空间规划，其适宜性评价侧重于自然地理特征，未考虑地方农业生产结构、现状条件等因素，造成城镇建设和农业生产适宜区高度重叠，农业生产适宜区面积过大、精度不足，对镇级国土空间规划缺乏指导意义。本文将“优势农业空间”概念引入镇级国土空间规划适宜性评价，在镇域尺度上明确其定义、内容和特征，创新提出镇级“优势农业空间”的评价方法体系，并以成都市白头镇、隆兴镇国土空间规划为例，探索“优势农业空间”在永久基本农田划定中的应用方法及成效，以期为镇级国土空间规划编制提供科学、有效的支撑。

Abstract Protecting the agricultural production space, refinement the agricultural space type, and setting the Permanent Basic Farmland is the core content of the town’s territory development plan. The current double evaluation guidelines are mainly applied to the cities and counties planning, which focuses on natural geographical features, lack of factors such as local agricultural production structure and current conditions, etc. resulting in the evaluation result of suitable area both for city and agricultural are highly overlap. Meanwhile, the suitable area for agricultural is too large, resulting in the evaluation result cannot applied well in town’s territory plan. This paper introduces the concept of superior agricultural space into the evaluation of the double evaluation, clarifies its definition, content and characteristics at the town scale, and innovatively proposes a method of the superior agricultural space in town’s territory development plan. In order to provide scientific support for other town’s territory development plan, based on Chengdu City, Baitou Town and Longxing Town territory development plan and its superior agricultural space, this paper explores a scientific method to set the Permanent Basic Farmland.
